Dead Aide by Dambisa Moyo is another good book on this subject. I read it years ago and can’t remember if it mentions USAID but she talks about the IMF and how they do essentially the same thing with predatory loans. In general the book has a liberal bend but still interesting to see an establishment person describe these mechanics
